I have a question about Watermarking .
If I set public mode then everyone can see my watermark . But How do they see it ?

Watermarks are like a signature.

From the Help File : If the type is public then anyone can view this watermark.
I know that but how do others see it ?

That's very simple, imagine you protected a file with public watermark.

Then, anybody may open Enigma Protector, open main menu - tools - Watermark Viewer, open your file and view content of watermark.

If watermark is private, then only you may open your project file in Enigma Protector, open your file in Watermark Viewer and view it.

Watermark is good way to find leaked versions of your software, if somebody release your full version to public. But disadvantage of this way - you have to protect particular version to each customer.
