Microsoft.CRT.manifest does not work on WIN XP

Microsoft.CRT.manifest на WIN XP не работает
Два проекта для наглядности
ArmaG3ddon test - работает, поскольку зависимость от Microsoft Runtime Libraries
не в основном файле, а в двух dll
GPSTrackEditor - не работает, выход добавлять в готовые проекты - Microsoft.VC80.CRT.manifest
(и дело не в manifest в ресурсах, создавал внешний манифест, который имеет приоритет
над внутренним в ресурсах на WIN XP, безрезультатно)
Возможно не работает и на других системах, используя внешние библиотеки с папки
C:\Windows\winsxs - на деле не удалось воспроизвести подобное
